چکیده
این مقاله، نقش محوری اساسی زبان در جمع‌آوری اطلاعات نظامی و دیپلماسی را بررسی کرده، بر ظرفیت دوگانه آن برای شفاف‌سازی و مبهم‌سازی، ایجاد اعتماد، و برانگیختن تضاد و تعارض تأکید می‌کند. این مطالعه به واسطه تجزیه و تحلیل کیفی مطالعات موردی – بحران موشکی کوبا (1962) و شکست اطلاعاتی سلاح کشتار جمعی[1] عراق (2003) – و تحلیل گفتمان انتقادی اسناد طبقه بندی شده و رونوشتهای دیپلماتیک، چالشهای زبانی مکرر، مانند استفاده نادرست از استعاره، ابهامات زبان، و خطاهای ترجمه را مشخص میکند. یافته‌ها نشان می‌دهند که تفاوت‌های جزئی زبانی، تأثیر قابل توجهی بر تفسیر اطلاعات و نتایج دیپلماتیک دارد، و تفاسیر نادرست، اغلب، تضادها را تشدید می‌کند یا مذاکرات را از مسیر خارج می‌کند. این مطالعه، تأثیر پیشرفت‌های فناوری، مانند ترجمه ماشین عصبی را نیز بررسی کرده، و محدودیت‌های آنها را در بررسی ظرافت‌های فرهنگی و عمل‌گرایانه را برجسته می‌سازد. ملاحظات اخلاقی، مانند استفاده از زبان کنترلگر در اطلاعات و تنش بین شفافیت و ابهام استراتژیک در دیپلماسی، به شکل انتقادی بررسی میشود. این مقاله به واسطه حمایت از آموزش زبان‌شناختی پیشرفته، تجزیه و تحلیل زمینه‌ای، و چارچوب‌های گفتمان آگاهانه از نظر فرهنگی به منظور کاهش ریسکها و بهبود شیوه‌های امنیت جهانی خاتمه مییابد. این تحقیق به واسطه ادغام بینش‌های حاصل از علوم سیاسی، زبان‌شناسی، و مطالعات ارتباطات، به درک کل نگر نقش استراتژیک زبان در هوش و دیپلماسی کمک کرده، و توصیه‌های عملی برای سیاست‌گذاران و متخصصین ارائه می‌کند.

The Role of Language in Intelligence Gathering and Diplomacy

چکیده English

This paper examines the pivotal role of language in intelligence gathering and diplomacy, emphasizing its dual capacity to clarify and obscure, build trust, and provoke conflict. Through a qualitative analysis of case studies—the Cuban Missile Crisis (1962) and the Iraq WMD intelligence failure (2003)—and critical discourse analysis of declassified documents and diplomatic transcripts, the study identifies recurring linguistic challenges, including metaphor misuse, jargon ambiguity, and translation errors. Findings reveal that linguistic nuances significantly influence intelligence interpretation and diplomatic outcomes, with misinterpretations often escalating conflicts or derailing negotiations. The study also explores the impact of technological advancements, such as neural machine translation, and highlights their limitations in addressing cultural and pragmatic subtleties. Ethical considerations, including the use of manipulative language in intelligence and the tension between transparency and strategic ambiguity in diplomacy, are critically examined. The paper concludes by advocating for enhanced linguistic training, AI-assisted contextual analysis, and culturally informed dialogue frameworks to mitigate risks and improve global security practices. By integrating insights from political science, linguistics, and communication studies, this research contributes to a holistic understanding of language’s strategic role in intelligence and diplomacy, offering actionable recommendations for policymakers and practitioners.
