The current paper reviews the major events of the British council as one of the main centers of English language teaching in Britain and around the world. After its establishment in 1934, this centered attracted many linguists and professionals to do scientific work such as Hornby or Gatenby. It is noteworthy that Hornby was the head of the Iran-Britain institute of English language teaching in Tehran. The impact of English language and British culture was also noted by politicians such as Lord Loyd and Winston Churchill, who suggested the study of Basic English book during the wartime, though, it was not accepted by the council. During all these years, the council attempted to keep its independence in decision-making and the historical events such as the second world war and the political challenges afterwards encouraged the permeation of English language in Middle- and Far-east, Balkan area, Baltic, Portugal, and South America. The author indicates that the spread of English language and British culture could partially fight against fascism and popularize the British culture and lifestyle. Moreover, Richard Smith (the author) reviews some of the published papers in English Language Journal in order to analyze the scientific changes during these periods (40s, 50s, and 60s), highlighting their proportion. The significant finding of his work suggested that there was a moral and methodological compromise even before the pre-communicative period, considering the situation-based or structural-oral-situational approach. The council could achieve the independence of the English language teaching from English literature after accepting linguistic variety. However, in recent years, the council has been publishing the documents and reports received from its branches, textbooks, and the documents on teaching, materials development, and teacher training courses.
